This report presents an analysis of the key ele- ments needed to create the aforementioned ecosystem. The target audience consists of po- licymakers at various levels of the public sector, including municipalities, which in many cases are responsible for organizing care services. The analysis is complemented by a tool that allows policymakers to assess the progress of ecosystem creation in their region. This tool analyzes five key dimensions of the ecosystem: regulatory framework, entrepreneurial financing, entrepreneurial culture, support struc- tures, and human resources. The tool highlights key opportunities (low hanging fruits), which are the most strategic and high-value interventions, but relatively easy to implement. They include, for example, the creation of public or private digital portals to facilitate the matching of supply and demand, the definition of a standardized contract for paid caregivers in the home, and the provision of training for caregivers.
